Brad Smith, Ph.D
Brad Smith, Ph.D., Altarum’s research director for innovative care delivery, helps guide the Institute’s strategic research initiatives related to improving the performance of the health care delivery system. He also continues to lead technical projects in a variety of substantive areas. Before assuming his current position, Dr. Smith served as a senior analyst in Altarum’s Health Quality Research practice area.
A member of Altarum’s team since 2003, Dr. Smith possesses extensive experience in conducting methodologically sophisticated, multi-method program evaluations. He served as a co-investigator on Altarum’s community-based trials of disease management conducted with the University of Texas Health Science Center, San Antonio, and co-led the survey and administrative data analysis components of the joint Altarum-RAND GPRA evaluation of mental health services in the Department of Veterans Affairs.
He was also principal investigator for a recent study conducted for the State of Texas Health and Human Services Commission on patterns of utilization among children enrolled in Medicaid managed care. He has published work on cost-effectiveness, quality of life, and clinical outcomes in chronic disease. Before joining Altarum, Dr. Smith was employed by the U.S. Government Accountability Office and McDaniel College. His M.A. and Ph.D. in sociology are from Indiana University and he holds a bachelor’s in political economy from Michigan State University.
